After bug 1056007 is resolved then tbpl-manifest.ini will no longer be used. It can be removed, or if that's a problem, its contents replaced with a note informing TBPL users where to find their test manifests now.
Bug 1056007 has not been resolved but the TBPL manifest has stopped being used. I'll replace the tbpl-manifest.ini's contents with instructions with where to find the main manifest files.

I was thinking long term we remove it, but short term I would like to make the transition to the new files as smooth as possible. I think that if I removed the file completely I'd get pinged about it, wasting my time.

Scout's honour, I will remove the file in 60 days :) I'll work on the MDN docs now too (forgot about that).
I've updated the MDN docs to remove references to tbpl-manifest.ini
