1056008 - Remove tbpl-manifest.ini

After bug 1056007 is resolved then tbpl-manifest.ini will no longer be used.

It can be removed, or if that's a problem, its contents replaced with a note informing TBPL users where to find their test manifests now.

Bug 1056007 has not been resolved but the TBPL manifest has stopped being used.

I'll replace the tbpl-manifest.ini's contents with instructions with where to find the main manifest files.

I'd just remove the file and add the documentation to the README or (even better) MDN.

I was thinking long term we remove it, but short term I would like to make the transition to the new files as smooth as possible. I think that if I removed the file completely I'd get pinged about it, wasting my time.

I agree with Dave on this one. 
But I understand Zac's point about getting pinged.

Dave I promise we'll delete the file in a few weeks.

Leave this open for someone to scoop up once we've thoroughly settled into the new manifest configuration.
