tab in message composer initially indents cursor only one space

Easier to describe the steps than to describe:
1. Start composing a new e-mail message.
2. Enter a tab.
Note that the cursor is indented only one space.
3. Enter any additional character.
The text is correctly indented 8 spaces.
The expected behavior would be for the cursor to indent 8 spaces as soon as it
is entered. This behavior seems to occur only with a tab entered at the end of a
line; a tab entered inside an existing line of text indents 8 spaces.
This bug is very annoying when using tabs to create indented lists of the type:
Look at my indented list:
1. First item.
a. a subitem
b. another subitem
2. Second item.
I'm using Linux 2001-10-18-08, but this has been around for quite a while.
