Once we have bug 1056865, I think it would be good to not rely on the treeherder-ui repo out of the box, and instead make people opt in via the local Vagrant config file - so the Vagrant project works as is, without requiring the workarounds mentioned on the installation docs page.
That said, all of this is making me think we should just merge the service and ui repos...

(Changing a bunch of docs/vagrant issues to have a higher priority, since a lot of them are low hanging fruit & will help with onboarding of everyone from now on).
