Details
We would also have make upgrade which would handle a checkout of the
latest verson (tip version) from cvs or a tarball and the upgrade process.
This could come later though. cc's from the meta bug

Marking for 2.20 to indicate that this is less of a priority than getting the
basic install setup. You can always do an upgrade without 'make upgrade' without
too much fuss.

Bugzilla 2.20 feature set is now frozen as of 15 Sept 2004. Anything flagged
enhancement that hasn't already landed is being pushed out. If this bug is
otherwise ready to land, we'll handle it on a case-by-case basis, please set the
blocking2.20 flag to '?' if you think it qualifies.

I believe we've decided to not go with the Makefile system. Of course, anybody who can convince us that it would be better than the current system (and that we'd actually have enough people who knew Makefile programming) is free to re-open this.
