This is going to be needed asap to ensure that once we have minimal S/MIME we can view other people's certs. This can be created on the trunk.

In my branch, I've already added the code that downloads other peoples certs and adds them to the database. What's missing is the display of these certs.
I have checked in code to implement this to the private branch.
