106194 - Mozilla is not preloaded after exiting the turbo icon

If at any time I close the Mozilla application and I exit the turbo/quick launch
icon, the next time I launch the applicaition it will not preload anymore.

Reproducible: Always
Steps to Reproduce:
1. select 'Enable Quick Launch' under Edit->Preferences, Advance
2. restart the computer (because it needs to)
3. launch the browser (you will see the small icon on the system tray)
4. close the browser
5. right click the tray icon (Exit Mozilla)
6. launch the browser again (no icon appears)
7. close the browser
8. launch the browser (third time)
* on the third time you launch the browser you can conclude that Mozilla was not
preloaded the second and third times, because it takes the same time to load as
the first time it was run

Actual Results:  Mozilla is not preloaded after the turbo/quick launch icon is
exited

Expected Results:  Mozill must check if if 'Enable Quick Launch' is selected and
if so check if it is already preloaded and if not then preload (the icon is a
visible representation), otherwise load normally

This works for most Mozilla users.  I had this problem until a few days ago 
(bug 103786).  The problem went away when I turned off quick launch, restarted 
Mozilla, turned it back on, and then restarted Mozilla again.  I never figured 
out what got Mozilla into that state where quick launch is reluctant to start.

Your solution works, so maybe this bug can be ignored for more pressing bugs.
But, I believe someone should look into why this bug occured.
