+++ This bug was initially created as a clone of Bug #1060541 +++

After bug 1038723, with Flame (or non-HVGA devices), when there is music player widget on lockscreen, the "more notifications" arrow is visible and the notification container is scrollable even though there are only one or two notifications and there aren't overflowed "more notifications" to show.
