Yes, UX team has confirmed for me that those buttons should be right aligned in RTL locales.

please feel free to object if this should bump out others that need string changes for Fx36.  we are marking RTL bugs in case we can batch fix.

Needs reprioritization (should be done as part of the RTL review and prioritized relative to other UX bugs, especially other RTL UX bugs)
