Looks the fixed by bug 1053758, have an follow-up patch version after your gaia build 6eb0f8fee8d14c0868ad9d4b030dcf8bf90f0141.
I had the same issue. It seems to be fixed in build 20140906010736 Now I can add a website to the homescreen (the UI has changed a bit)

I think it should be Fixed, because it had a fault, and has been fixed by a checked. https://developer.mozilla.org/en-US/docs/What_to_do_and_what_not_to_do_in_Bugzilla#Resolving_bugs_as_FIXED

If bug status is not changed from Unconfirmed to NEW or Resolved, normal users have no permission to select Fixed option.
