This is not Gaia:L10n bug.

Checked Gaia/master translations from http://transvision.mozfr.org/?recherche=apps%2Fsettings%2Fsettings.properties%3Aclear&repo=gaia&sourcelocale=en-US&locale=ar&search_type=entities We can see that Arabic language is not translated. Left this for localization team.

And checked the UI with pseudo-language to confirm this already.
