106612 - Convert HTML files to HTML templates.

We should distribute HTML files anymore, instead we should convert them to
templates.

The first reason is that if an admin changes it it won't be overwritten upon
upgrade.

The second reason is that the admin can place dynamic stuff like params in the
templates.

Often we might need to convert them because they require dynamic information.  I
have already converted bug_status.html over as a part of bug #94534.

That's should _not_ distributed HTML files, of course.

Is this still a blocker? matty's stuff isn't making 2.16. A trivial mass
movement, without taking advantage of any of the templateisation (do we even
want header/footer for these?) wouldn't be too hard, but we're running out of
time. AFAIK noone has started on these with a patch intending to go into 2.16.

Is the effort worth it at this stage?

Would the .html versions all have to redirect to the .cgi ones, for old
bookmarks (I'd say yes).

This probably won't make 2.16, we'll do this during phase II of templatization
in 2.18

I page.cgi'ed them. One needs to remove + cvs remove them
(I didn't to a cvs diff -N of them to make the patch cleaner)

Er... this patch already exists (and has for a while) in bug 170213. In that
bug, we are working through the issues relating to this possible enhancement,
including deciding where we want the user help, and how it integrates with The
Bugzilla Guide.

I know it's backwards to dupe in this direction, but the other bug has more
discussion, and cvs action that's already taken place.
