While at it, could be a quick and easy fix to save :coop some time from the cloned bug, changing it everywhere it exists in the repo (I think they still have this file present)

to be more accurate, file: mozilla-esr31/browser/app/blocklist.xml is also empty in build1 of firefox 31.2.0esr.
