Send a SMS to a passcode locked phone There is a notification in the lock-screen User presses the notification Actual results: Notification changes, a "open" button is shown. But there is no action when "open" is pressed. Expected results: Either the notification should not change when pressed or the user should be directed to unlock the lock screen.

[Blocking Requested - why for this release]: This bug blocks use of the actionable notifications from lock screen feature as defined for 2.1. The lock screen use case is well defined in the spec so I suspect this is a regression of some form.
