I have experienced this situation after flash from 140912 to 140918.

Thanks for the report, guys. I was able to reproduce this bug. It looks like it's not an l1n.js issue, but rather a build config problem. I'm not sure what the best component for such issues is; trying Infrastructure. I pulled an application.zip file of one app from my tablet and it turned out that all languages' files were there but they all contained English strings (except for ar, fr and zh-TW which happen to be the only 3 languages which have l10n files checked into Gaia's git repo). Looks like maybe something broke when it comes to pulling the right localization resources during buildtime. The way build scripts work, if an l10n resource in one language is not found, the translations are filled in with English strings and the file is saved under the first language's name. Which is what I think happens here.
