Can we bump the #os-logo zindex in system/style/system/initlogo.css (also mentioned in a comment in zindex.css) to 65538 instead?

Requesting uplift to v2.1 for UX polish.

[Bug caused by] (feature/regressing bug #): bug 1036339
[User impact] if declined: User will see the SHB appear and disappear quickly during the boot sequence logo screen
[Testing completed]: manually tested, no new tests
[Risk to taking this patch] (and alternatives if risky): very low, single CSS change affecting boot logo z-index

This issue has been verified successfully on Flame 2.1, 2.2.

Step:
1.Launch Settings -> Developer.
2.Turn on "Software home button".
3.Long press power key, then restart device.
4.Observe the Firefox OS splash screen(the one without fox).

Actual result:
The SHB doesn't pop up while restarting.
