Thanks to bug 485617, language packs for Firefox are available and can get automatic updates from AMO:
https://addons.mozilla.org/firefox/language-tools/

but the same for Thunderbird langpacks is still pending:
https://addons.mozilla.org/thunderbird/language-tools/

It took a while but I just ran the the tool for Tb 38.1.0 langpacks.
Thanks to Kris who fixed the backend to make this possible.

Yes, what needs to be done for new releases are two things

1. Add the new appversion to https://addons.mozilla.org/en-US/firefox/pages/appversions/ (needs to be done by Jorge)
2. Run the langpack compat bump at https://addons.mozilla.org/en-US/admin/langpacks (can be done by Kris, Jorge or me)

I guess it's best if you let us know a couple of days before you release the a new release version.
