A 'Ctrl+Shift+j' to open the browser console, appears to also open the job details panel - at least on Windows, in both FF and Chrome.

To reproduce
o open http://treeherder.mozilla.org
o Ctrl+Shift+j

Expected behavior
The browser console opens

Observed behavior
The job details panel opens
The console opens immediately after

It seems to me this is a recent change in behavior as I think I had opened the console many times this way without the job panel opening. Maybe some other recent change exposed that we were never testing for this condition.

I gather we will need to check for the presence of those key modifiers when the 'j' key is depressed.
