We recently updated the Mozilla License Policy:
http://www.mozilla.org/MPL/license-policy.html
to state that all test files checked in after a certain date without an explicit license are public domain (CC0). We also said that any such files checked in before that date, for whom all the contributors were Mozilla employees, could be regarded as CC0. A request was made to allow non-employees to join the group whose contributions could be regarded as CC0. This bug is a registry of such contributors.

When you create a Bugzilla account, Bugzilla verifies that you own your email address. Therefore, if you want to join the group, comment the following text here:

I agree to license all contributions of tests and associated files which I have made to Mozilla in the past or future under Creative Commons CC0 - https://creativecommons.org/publicdomain/zero/1.0/ .

Is this the best way inside the <head> of a .html file to do that?

The "Mozilla License Headers" page suggests the following:
<!-- Any copyright is dedicated to the Public Domain.
   - http://creativecommons.org/publicdomain/zero/1.0/ -->

Source: https://www.mozilla.org/MPL/headers/

You should probably follow that, for consistency. (though if using <link> ends up better for some reason, we should update that page, and we can do a mass search-and-replace at that point.)

The license policy says "(but not the frameworks themselves)". So, is the code in security/pkix/test/gtest/lib/* and security/pkix/test/lib/* excluded? I would like it to be considered part of the tests and CC0 licensed, but it's framework code.

Is it OK for me to put the "Any copyright is dedicated to the Public Domain.
http://creativecommons.org/publicdomain/zero/1.0/" license header on the mozilla::pkix tests (code under security/pkix/test/) to clarify this?

Brian: by "not the frameworks themselves", I meant not generic test-running frameworks. If you have written code which is used by multiple tests in a suite and is therefore not part of an individual test, that would be covered. But generic test frameworks (mochitest, etc.) are not tests.

There seems to be no directory security/pkix/test/gtest/lib/.
http://mxr.mozilla.org/mozilla-central/source/security/pkix/test/gtest/

If there is code which fits this definition, and you, Mozilla employees or other people listed here are the only contributors, and you've done the research to verify that, you may add the header if you feel it helps clarify.

(I think most of my test-contributing happened while I was an employee of Mozilla, but I know I did some of it afterward, so.)
