107493 - scrollbars #3 overflow:scroll causes duplicate scrollbars

If a tree or iframe element is styled with overflow:scroll then BOTH static 
scrollbars and dynamic scrollbars are displayed (multiple scrollbars) (0.9.5).

Shouldn't only one vertical and one horizontal scrollbar be displayed'

I may be wrong but is'nt the intention of overflow:scroll to PREVENT the 
annoying  dynamic visibility of of scrollbars during resizing?

Isnt the intention that the static scrollbar should be hidden if the 
complementary dynamic scrollbar is made visible. ?

The  result is that widgets are displayed with two sets of scrollbars. I cant 
believe that anyone wants duplicate scrollbars.

ps I'm filing three different bugs on this because they may or may not require 
the same fix.

note please ignore reference to iframe element in this bug report. bug 108332 
reports overflow:scroll has no visible effect
