Implementing 'empty panel' design Luke is working on from bug 1067578.

Aiming to have the design done by Oct3, so this can be implemented in the following train.

Gavin, I attached an AI file that has all of the unique elements in the panels so you can grab the font sizes, spacing and colors. 

The tools graphics are already available on https://webmaker.org/en-US/tools

Let me know if this works for you as a guide to go ahead with implementation. The latest content is available in the redpen here -> https://redpen.io/p/tjf69671a237cf487d 

We can update the text links and button labels during implementation.

Let me know if this is enough for you to go on.
