pre-condition:
1. Log in to your account using FxA
2. Go to the details page for an app
3. Write a review
4. Log out
steps to reproduce:
5. For the same app, as an anonymous user, click on 'Write a review'
6. Log in using the same fxA account
expected behavior:
"Edit your review" form loads since the user alreay has submitted a review to that app
actual behavior:
"Write a review" form loads and submitting it fails with a 409 (as expected)
