on resource:///res/samples/test1.html, we can see the animated gears images on 
the bullet list example. The animation stops when the page is scrolled to the 
bottom where we see the same image shown as a background image. (ie. When the 
window shows both bullet list and "H3 -- A headline style, with a background 
image repeated and a font size increase by 150%" )

He's noting that animated background images arn't animated. You can see this in
Debug -> Verification -> Animation   menu in mozilla. (Look at the bottom of the
page) Or by copy pasting the url to the url bar.
I'm on 2001103003 Win98 And seeing this also. Also my computer makes a strange
buzzing sound when the (non)animated background is in view.
Couldn't find dup, confirming. This is a regression from previous functinality

Adding to the animated GIF tracking bug, bug 119597.

This bug worksforme on Windows 98, Build ID: 2002030403 (0.9.8+).

Reporter, could you try this problem again on a new build? You can download an
updated nightly build from 

ftp://ftp.mozilla.org/pub/mozilla/nightly/latest/mozilla-win32-installer-sea.exe

Close Mozilla and run that program. Running a nightly build can be a little
risky. If you'd like, you can wait for 0.9.9, the next milestone release. That
will be released most likely within a few days.
