Comment with czech letters in BZ comment

Windows 2k8 R2 Eng, IIS 7, ActivePerl 5.14, BugZilla 4.4.1
When we use czech characters in field "Comments", some addresse receive mail with wrong letters.
I found similar problem https://bugzilla.mozilla.org/show_bug.cgi?id=777685 .This does not solve our problem (we have version 4.4.1).
The problem was solved when I change code by https://bugzilla.mozilla.org/show_bug.cgi?id=946597.
