We need some usage docs for people new to Review Board (which needs a new name to reflect the whole hg-RB-rbmozui-rbbz-Bugzilla system).  It could be on the wiki off https://wiki.mozilla.org/Auto-tools/Projects/CodeReviewTool (which needs to be renamed) or alongside the source (and maybe posted somewhere, readthedocs or Jenkins or such) and linked from the wiki.  We just need something we can point people to when they want to get started.
