1. Launch Firefox and open a site in Responsive Mode
2. Open the Developer Tools at the bottom of the window
3. Resize the Responsive Mode frame so that its bottom part is covered by the Developer Tools
4. Hover over any link
5. Notice the URL preview shows up on top of the Developer Tools pane

Usually the URL preview shows up just above the toolbox, but it does look like when responsive mode + toolbox are opened they show up over the tools (on both OSX and Windows). Network messages also show up in the same location (i.e. "waiting for http://example.com...")

This bug appears to be fixed in the new RDM UI shipping in Firefox 52.
