1305769 - (enable-rdm) Enable RDM redesign for all channels

Once we have all major features of the RDM redesign in place, let's enable it for all channels.  Current plan is to ride the trains in release 52.

I think the current state is good enough to ride the trains.  We'll keep working to close out the remaining dependencies, but I don't feel that we must wait for them.  I'll submit the change for :clarkbw to review, and I'll update this bug's dependencies if we reach agreement.
