This bug is about creating a new implementation of providers.ResourceProvider that handles tests that live in Gaia.

It is a bit more involved than bug 1085402 as we need to be able to map a gecko revision onto a gaia one. This probably involves:

1) Downloading http://dxr.mozilla.org/mozilla-central/source/b2g/config/gaia.json off of hgweb
2) Pulling gaia (cloning if it doesn't already exist)
3) Checking out the proper gaia revision
4) Finding the proper manifests within gaia

To make matters more complicated, any operations on the gaia repo need to be thread safe.
