A little fallout from bug 1021026.

Problems:
* the urls for beta-localtest doesn't contain %LOCALE% between the //, so all urls are 404s (update verify fails)
* missing 33.0b9 in the two partials blocks

That should read update/%OS_FTP%/%LOCALE%. I'm going to submit this using the tool from bug 1079639.

Done. The update verify jobs that are still running are downloading mar files now, mostly completes in the couple I've checked. We'll have to rerun all the jobs, perhaps after they're all done to make it easier to keep track of things.

This issue wouldn't have affected QA's tests on beta-cdntest, just RelEng on beta-localtest.

There were was some further issues related to bug 1074627, which were worked around there.
