Today's nightly build (October 22nd) has completely busted page scrolling when hardware acceleration is disabled.  This is especially apparent when using Firefox while in a Remote Desktop (RDP) session, because hardware acceleration is disabled there by default.

STR:
1. Use the latest nightly build
2. Disable hardware acceleration (i.e. layers.acceleration.disabled set to false)
3. Restart Firefox
4. Visit a web page with scrollable content
5. Scroll up and down

I'm at work so don't have time to search for a regression range for at least then next 10 hours.
