When fireplace loads, it sends a request for site_config and consumer_info APIs. When they have been loaded once, the subsequent requests are made in the background asynchronously since they are present in `offline_cache_whitelist`, but we should consider sending cache=1&vary=0 query parameters to also not load them from the network at all if they were requested recently (cache=1 makes us return Cache-Control: max-age=180).
