The layout.css.scroll-behavior.enabled preference enables CSSOM-View scroll behavior DOM method extensions and related native smooth scrolling functions.

A Bug 1041833 tracks enabling this for Fennec, once the required dependencies have landed.

- Updated all.js to enable layout.css.scroll-behavior.enabled by default,
except for Android / Fennec
