It seems there is some kind of interaction inconsistencty between pick activities in different apps when there are no elements to pick from.
For instance, in the Contacts App a pop-up is shown saying there are no contacts and the user has to accept it. However, in the pick file activity of the download manager the list is shown as empty and the user has to dismiss that window (by tapping on the 'x' button).
The video and music apps seem to be more on the line of the contacts app but the message is different and, in practice, what they are showing is the same message as if you open the app and there are no videos or music loaded.
So here I think we need to align the apps to be consistent between each other.

After a discussion with the framework team today, we all agree that media(Gallery/Video/Music) & contact picker should let the user enter the picker and display no contact or media within the picker like what download manager picker is doing, instead of showing a dialog. Ni Katie and Carrie to make the available changes.

ni? Carol on this issue since she's been working on the icons for the "no content" cases. I think we should provide an icon on this screen and also unify the string type in this case. Any thoughts? Katie :)

For Media Apps: Gallery, Video and Music - currently the empty apps dialogs offer support language to the user about the action they can take to add content. For consistency across apps, we can match the 'Pick Activity Download Manager' flow, by removing the dialog, using a common icon (as Carrie suggested), and continuing to display active and helpful language...
May we suggest something like:
For Video string suggestion: "Add videos to your memory card or use Camera to get started."
For Gallery string suggestion: "Add photos or video to your memory card or use Camera to get started. "
For Music string suggestion: "Add music to your memory card to get started."

I agree with Katie's proposal, I think it would be helpful to have a little bit of instruction around how the user can interact with the application. I agree as well that we should try to stay away from having it in a dialogue as the pop up can be a bit clunky.

I suggest not using a dialogue for the empty data page as well.
