REPRODUCING PROCEDURES:
 1. Use Orange SIM card to test, open data connection and roaming.
 
 2. Indoor, launch HERE Maps, tap the location icon, it display I'm in Paris! the fact is that I'm in Huizhou China now. See attachment for details. -->KO
 
 4. Go to outdoor, both Fire2-3.5 can display the right location. -->OK
 
 EXPECTED BEHAVIOUR:
 
 For step 2 KO: Fire2-3.5 should display the right Huizhou location when indoor, not in Paris.

For outdoor testing, geolocation use GPS to get your location which is very accurate.

For indoor testing, geolocation use MLS (mozilla location service) to get your location information. The result may be affected by your network (operator network). 

As I know, Orange (telecommunications) is a French multinational telecommunications corporation. Maybe the network you are using is actually in Paris. So please check your ip address to see if your IP is in Paris.

In my test, the location is very accurate using China Unicom network. 


Another factor that affect MLS is how much location information has been collected for your city. Here is a map shows the location information distribution. As you can see, currently the information for China is very limited. So it's expected that geolocation might be not accurate.

You can open Browser and then go to ip123.com, it will tell you what's your ip and your location.

Is this a certain test case? Can you use a China SIM card or WIFI for test?

 TCL validation use a orange card to get position indoor.
 the result is paris. actually , he is in china!
 then , Software team receive a bug report form them.
 
 We are confirm whether this is a real BUG with you?
 Could you help to convince our Validation team that this is normal behavior.

Here is the priority and accuracy that we use Geolocation.

1. GPS is first priority
   > on a clear sky outside no buildings near by : 60% of the time should be 2 meter accuracy
   > partial view of sky, i.e. buildings around, cloudy : lower
   > inside in a building : 0.  Nothing should be found
   > AGPS server to speed up location finding
2. MLS; if GPS/AGPS isn't active we should be using MLS
   > uses wifi/cell tower locations
   > wifi
     30 to 200 meters accuracy
   > cell tower
     1 to 10 km accuracy ( in the cities at farthest it would be 5 km, in rural 20 km)   
3. IP address, If we don't have MLS data point we use GeoIP
   > 50 miles accuracy ( server which assigned IP address to the device from the cell tower)

For your case, since you are indoor, we tried to use MLS. 
But since there is no data in Huizhou (https://location.services.mozilla.com/map#9/23.0191/114.5160), we will try to use GeoIP. So if your ip address is Paris, then geoloaction is also in Paris as expected.

 Test with China CMCC SIM card, China Unicom SIM card, Orange SIM card, and Wifi, browsing www.ip123.com,the results are:
 
 1. China CMCC SIM card: 117.136.40.63, come from China CMCC,IPV6: 2002:7588:283F::
 2. China Unicom SIM card: 112.97.35.86, come from Guangdong Shenzhen Unicom, IPV6:2002:7061:2356::
 3. Orange(Roaming under China Unicom network):80.12.100.77, come from France, IPV6: 2002:500C:644D::

Josh, I just talked with bug reporter via phone. It seems we used GeoIP for this case (bcz there is no MLS data in Huizhou). 

But this might be a problem for those users who travel to some place where no MLS data was collected. Could you please suggest what should we do about this case?

 As description from Mozilla.
 Both GPS and MLS provide no data, will based on GeoIP indicate position.
 if Mozilla MLS cannot change the fact in short time:
 "currently the information for China city (huizhou,for example)is very limited"
 
 I think we have to accept current behavior.
