By enabling NSPR logs for device startup tests, we have the potential to get much more timing information surrounding the low-level bits before the System app and friends start. Experiment with this setting and log levels to determine if it's something we can use for startup tests without a huge sacrifice in performance.

Using `NSPR_LOG_MODULES=All:5` adds about 5 seconds to the boot time on a Flame, while `NSPR_LOG_MODULES=ObserverService:5` had no impact on boot time. Provided we can get some relevant startup data from the ObserverService, I definitely think this is a good way to go.
