1090787 - Permission screen is under the call screen

STR:
1) Initiate a call
2) Notice a permission screen popping up, asking about Camera
3) The call screen overlays the permission screen, unable to respond to it

I could only initiate calls after I manually set permissions to "Grant" in the settings app.

I used "grunt built" to get the clients on my phones (Flame and ZTE Open C). 

NB: I am still looking at commits for the firefoxos-loop-client repo, to stay on top of things for the security review (bug 997057), which I intend to call RESOLVED very soon.
