When the user tries to make a phone call when there is no sim card, they will encounter the wrong error message.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141104001202
2) Pull all sim cards from the Flame in test.
3) Open the dialer app.
4) Try to make a phone call.
5) Notice the incorrect error message will appear.
  
Actual:
The incorrect error message will appear when the user attempts to make a phone call when there is no sim card in the Flame.
  
Expected: 
The correct error message will appear, informing the user that there is no sim card inserted into the Flame.

This issue does occur on Flame 2.2(319mb)(KitKat)(Shallow Flash), and Flame 2.0(319mb)(KitKat)(Shallow Flash).

On Flame 2.2, there is no error message at all.

I can easily repro if I shallow flash gecko and gaia on top of v188, but I can't if I do a full flash. Both are exactly the same build:

Correct, that's the string that's supposed to appear if you have no (voice) network connection. What other string would be expected? Something like 'no SIM card present'? We might want to needinfo UX here if we want to make this more specific.
