This issue also occurs on Flame 2.2(319mb), although it loads much faster then v2.1
After opening the settings app, the 'Theme' row takes a few seconds before it appears

when bug 1086167 is fixed and landed, please verify if this bug is also fixed.

In these sub-panels, we have to get all installed apps and try to filter out needed ones to decide whether we want to show the panel or not.
If you check bug 1089459 (2.1+ blocker), you would notice that what we did there is to move the `mgmt.getAll()` timing later to make load timer better. To be honest, no matter how we tweak, there would always be the small gap between showing up the panel.
And for master patch (bug 1086167), what we tried to do is call `mgmt.getAll()` only once and the other callers would only use the caches apps to do anything they want (and this doesn't fix the gap either !)
The proper fix for this kind of bugs should be handled in Gecko and they have to provide a better API like
```
mgmt.getAll({
type: 'theme'
})
```
and fetch out needed apps from indexes instead of iterating all apps. (There would still be a small gap, but Gecko can speed up the process and return apps quicker than before)

For now, if this bug is a blocker, please set the ? flag on it and let release mangers decide what we want here - (A) Root panel should be shown without delays with bad load time (B) Load time performance is crucial than the others
For now, option B) is the current decision and we already did a lot of efforts on this in Settings app.

I filed a bug 1094562 for Gecko and hope we can get faster API for these cases :)
Not nominating to block on this issue becuase the themes section does load, and settings does a lazy load purposefully
