Over the past months, we had quite a few features that use notification bars as their main UI mechanism. We ran into a couple of limitations of the current implementation and there are some general improvements that have gone un-implemented for a while now.

This bug includes:
- Figuring out various use cases for notification bars
- Defining the relationship between notification bars and doorhangers
- Dealing with the current issues that notification bars have (visibility, spoofability)
- Pointers for a visual refresh (actual visual design can happen in a follow-up bug)
