1098110 - The comment left when changing reviewers look too much like a new MozReview Request attachment

In bug 1097979 (notably bug 1097979 comment 8 and a few after), several reviewer additions/removals were made.

These were pretty confusing when reading Bugmail, since it was hard to tell them apart from a new comment / new MozReview Request attachment.

With traditional Bugzilla patches, if someone modifies a flag, you get the repeated attachment name, but not the previous comments. As such, these new style comments look more like a new comment then a revision.

Bug 1098093 will likely help the situation slightly, however I wonder if we need to somehow modify the comment text to make it clearer we're just revising the reviewer list for an existing attachment?
