+++ This bug was initially created as a clone of Bug #1090853 +++ Operator initiated USSD message is not able to show up. Currently dialer app will cancel any active session at the init stage[1], we may need another mechanism in system app to cancel these session to prevent cancel any USSD message initiated by operator. This bug will be fixed on master once bug 1031175 lands.

Bug 1031175 has landed and stuck, this is most likely fixed now, please reopen if I'm wrong.
