Build:
Gaia-Rev f8d3bf44029e0afc0124600a4bb34dba8fc1ad21
Gecko-Rev https://hg.mozilla.org/releases/mozilla-b2g34_v2_1/rev/f70a67a7f846
Build-ID 20141120001207
Version 34.0
Device-Name flame
FW-Release 4.4.2
FW-Incremental 40
FW-Date Tue Oct 21 15:59:42 CST 2014
Bootloader L1TC10011880
STR:
0. flash the above build
1. open the Marketplace
2. type in Here and press the magnifying glass icon on the keyboard
3. in the search results, press the "Free" button for Here Maps
Expected: Here Maps should download and install
Observed: download/install fails with "Here Maps download stopped"
Additional: I have a pay-as-you-go US TMo SIM in my Flame, but data is turned off because I'm not currently in the US. I'm instead using WiFi.

More: after the failure, if I close and reopen the Marketplace, the Here Maps result says, "Open" instead of "Free". Tapping "Open" does nothing. The icon on the Homescreen is a red 'retry' circle. Tapping on it and tapping on the resulting Download button does nothing.

Okay, just got a notice that there are updates for both(?) Marketplaces. I clicked on Download to install both of them, and the download failed: "There was an error while downloading the updates."
Aside: I was able to successfully configure this build to use my mozmail account, so at least networking is working.

Rebooting my Flame didn't fix the problem.

Hmm, just realized I was using the wrong (of three) Marketplace icons on my Flame. Naturally, the last one I noticed and tried successfully downloaded and installed Here Maps.
