Description:
While on the page for selecting a contact for an ICE slot, if you lock the screen, when it unlocks, the page header will be different. Before, it will have an 'x' symbol on the left side. After the lock, the header will have a '+' icon and the gear icon on the other side of the header. The Gear icon will be unresponsive.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141120001207
2) Tap 'Contacts' app
3) Tap Settings icon(gear) in upper right corner
4) Tap 'Set ICE Contacts' bar
5) Enable an ICE Contact and tap 'Select a contact' bar
6) Lock and then unlock screen
  
Actual:
The Header bar has changed back to the initial contacts screen with an unresponsive settings icon
  
Expected: 
You should still be on the 'Select a contact' page

This issue DOES occur on Flame 2.2

When selecting a contact for ICE, if you lock and unlock the screen, the menu page will change back to initial contacts screen, but the settings icon will be unresponsive

This seems to be very similar to Bug 1081678.
