I don't know if this is the same thing as Bug #1087966, but after I reproduced that problem, the original parent window has a tab entitled "New Tab" that I can't activate. I'm guessing that it was a blank tab I hadn't used.
Clicking on it or using Shift-Tab moves to the tab immediately to the right of it, which can be different windows. When it is rightmost, clicking does nothing, but Shift-Tab moves to tab 1.
And, I just managed to see the content by dragging it around. Now the label is superimposed on the tab to the right of a blank space. See image. Of course, dragging this composite tab fixes the issue by moving the non-"New Tab" around. It also fixed the bug. Though the "New Tab" isn't underlined, indicating that it isn't e10s as well.
STR (?):
1. Create a new tab,
2. drag that tab to a new window without loading anything in it
I see a the new tab in both places, but the original of them is in this broken state. The new one (in the target window) is blank.

Oh, and the non-underlined "New Tab" that has been "fixed" isn't permanently fixed. It re-breaks, and I can't seem to navigate, even though they render the new tab page occasionally. It also exhibits rendering glitches (the transition to curved edges on hover doesn't seem to work). Also, broken tabs stack on top of each other.

Thanks Martin - sounds like something is going wrong with the teardown of the old tab.
Are you able to reproduce this with your add-ons disabled?

I managed to replicate the behaviour identically on Windows with a clean profile.
