--bits=32 works. Also happening with older versions of mozregression.
There's no reason this *shouldn't* work, as we do have inbound builds in the archive now: http://inbound-archive.pub.build.mozilla.org/pub/mozilla.org/firefox/tinderbox-builds/mozilla-inbound-win64/

Released mozregression 0.28 with the fix.
0.28 fixes the problem, yes. bug 1096246 is a dupe.
