Details
Right now our l10n repacks invoke a lot of arbitrary steps such as running configure, invoking make in certain directories, etc. This is terrible. bug 406098 will gather these all into a single mach command, and we should then be able to change our automation to simply invoke that command with the en-US package and the locales to repack.
