110773 - Ability to include attachments on email.

For certain classes of bugs, a user could specify on the email prefs page that
whenever a file is attached, that file is attached to the bugmail.

In trying to see if we could move GCC from GNATS to Bugzilla, it arose that some
people might actually want this feature.

This should not only be an email pref, but also a param for whether to allow it
or not.  I don't necessarily want attachments taking up bandwidth.

There is no place on the email to where you have the ability to add an attachment.  You can pick a picture and have it be shared by email but directly in the email icon it is not implemented at this time. Test case number #2878

I do apologies I was commenting per the description of the bug which I now see it doesn't relate a 100% to what the issue was that I was seeing.  I will write a new bug based on this unless there is another but I am able to find that correctly corresponds to what the issue is.
