Description:
When a user has only one app in a group and tries to move it and create a new app group below it the original app group will disappear and a new group will slide from below the group below. If a user does this with the app group on the top of the screen the app will just be moved into the group at the top of the screen they removed it from.
If a user does this same thing but makes the new one above the group being deleted it will just move the app back into the original group the app was in

Repro Steps:
1) Update a Flame to 20141210040201
2) on the homescreen create an app group with one app below the first app group
3) move the single app to the blue bar below to create a new group
4) Observe new app appear from the group below

Actual:
App group slides up from below the group under

Expected:
It is expected that the app will be returned to the app group it was taken from instead of a new one being created

It seems that the act of creating a group with an icon from that group is fairly rare, so I would think this is just polish.
