To ensure high availability for our EOY fundraising, we need to build a failover/backup BSD fundraising form/system.

Background: https://bugzilla.mozilla.org/show_bug.cgi?id=1109989 is the bug filed for poor performance, and we also received a few notifications for ~4 minutes of downtime simultaneous.
