 DEFECT DESCRIPTION:
 [DSW]BMP/WBMP image are displayed as black screen when open it after completed download.
 
 REPRODUCING PROCEDURES:
 1.Launch http://imps.tcl-ta.com/liuqiong/media/e5_image.html;
 2.Download BMP and WBMP image files.
 3.After completed download, open the downloaded BMP and WBMP images in below path, BMP/WBMP image are displayed as black screen when open it. ===>KO
 (1)Notification bar
 (2)File Manager
 (3)Settings->Device(Downloads)
 4.From the RDF,we can notice MS support BMP/WBMP image(see attachment).

 EXPECTED BEHAVIOUR:
 BMP/WBMP image should be displayed normallly when open it.

This issue could be repro on Woodduck 2.0M and Flame 2.0/2.1/2.2
The BMP file could be opened but displayed as black, WBMP file could not be opened, it will remind "Unable to open. There is a problem opening basket.wbmp. Would you like to save the file of delete it?" 
I have uploaded video and logcat of Flame 2.2

 It make the BMP image show normally, but not WBMP.
