The shadow over the tab strip from the add tab button when the tab strip is scrollable doesn't look great and thus isn't an ideal solution. bug 1098245 was brought up as a potential solution, but it affects functionality in edge cases and adds tricky code to maintain for questionable gain so we decided not to move forward with it. Anthony brought up the idea of layering unselected tabs under the add tab button, while the selected tab would move over the add tab button when scrolling. This bug is to explore that functionality.
